fix: use tolerance to account for a small percentage of bad trains/frames
Description
Add a 1% tolerance for the number of wrong gain values for a pixel to not be identified as WRONG_GAIN_VALUE badpixel.
This is to avoid assigning many (or all) pixels as bad with wrong gain when some UDP packets are missed for very few trains or frames. https://redmine.xfel.eu/issues/209320 @ MID
