Hotfix: keep beamtime prioritised for some time after official end
Some experiments (including HED proposal 7902 this morning) carry on some way beyond the end of the beamtime registered in myMdC. This allows a grace period after the official end time where calibration requests will still use the higher priority upex-middle & upex-high partitions.
I've arbitrarily picked 12 hours extra; I wonder about reducing this to 6. The HED proposal apparently had an extra 4 hours (7am - 11am). Normally we have a day's gap between experiments, but not always - e.g. sometimes there are 2 short proposals in the same week. So this will sometimes mean that active proposals have more competition for resources from recently finished proposals.
Philipp also separately boosted the time we allow before the official start from 2 days to 3 as a hotfix. I haven't included that change here.
