Add SoftMonoAutoPurge reduction plugin

Reduction plugin to automatically remove all SA3 Mono related devices when the mono was obviously not in use. This is a fairly common scenario at SQS, where the correspondig config groups are often selected for an entire proposal even if only few runs use the mono. This is significant, as the imaging camera can occupy single digit percentages of the total amount of data.
